1. Set the service area before setting the budget
Kansas City is a municipality in Missouri, and its recorded county relationships are Cass County, Clay County, Jackson County and Platte County. Those relationships do not automatically mean that every searcher in each county is an appropriate prospect for your firm. Local Services Ads should therefore be evaluated against the places where you actually accept matters, not against a broad population number. That makes the first decision geographic: which locations and service areas should be eligible, and which should be excluded?
Recommended approach
Bring a written service-area rule to the consultation. Separate Kansas City city from the counties you serve, and identify any limits by practice area. Ask how those boundaries would be represented in the profile, reviewed over time and reflected in lead qualification. Treat the Census population as context only; use your own matter-acceptance rules to define coverage.
