1. Define Hannibal geography before reviewing ROI
A local dashboard is only useful when its geography is explicit. Hannibal city is a municipality, and the Census record identifies Marion County and Ralls County relationships. Those are not interchangeable reporting areas. A report about Hannibal city should not automatically be described as a report about every household or individual in either county, and county activity should not be presented as city activity. The dashboard page says city data can help answer which cities produce clients, while its ranking description refers to service-and-city targets and coverage across a state. That makes geographic definitions an important acceptance question for a Hannibal firm.
Recommended approach
Before evaluating results, ask Bosseo to show how Hannibal, Marion County and Ralls County would be separated in the reporting view. Decide which locations are in scope for each practice area, and require the consultation to distinguish measured activity from population context. Do not use Hannibal’s population estimate as a forecast of demand or return.
