Do not treat the city’s ACS population estimate as a forecast of inquiries or cases. It is context for deciding what geography needs to be named, separated and reviewed.
Recommended approach
Bring a written service-area list to the consultation. Ask how a city, county or statewide target would appear in rankings, lead records and attribution, and decide which geographic labels your staff will use consistently. If a contact cannot be assigned confidently to a location, preserve that uncertainty rather than turning it into a precise local conclusion.
