1. Start with the geographic decision, not a population assumption
Your firm may serve Moss Point, Jackson County, nearby Mississippi communities or a broader territory. Those are different decisions from the city’s population estimate. A location fact can help define the audience and service-area questions for an intake review, but it cannot tell you how many people will visit your website or submit a matter. It also cannot show which case types are suitable for your firm. Before adopting a qualification flow, identify the places you actually serve and whether location changes eligibility, office ownership, consultation availability or referral handling.
Recommended approach
Bring a written service-area boundary to the review. Mark which locations are accepted, which require a conflict or jurisdiction review, and which should receive a decline or referral response. Keep Moss Point and Jackson County distinct in your internal rules rather than treating the city, county and Mississippi as interchangeable.
