1. Set geography around the cases you actually accept
Shorewood’s recorded county relationships matter when you define coverage: the city is associated with Carver County and Hennepin County. That does not mean a firm should target both counties broadly. Service-area choices should follow the locations and matter types the firm is prepared to handle. The relevant question is therefore not whether Shorewood’s population is large enough. It is whether the firm can specify a useful boundary without paying for inquiries outside its practice or operating area.
