For an Owatonna firm, the first practical question is whether Owatonna alone reflects the firm’s service area or whether the relevant footprint includes additional cities in Steele County. The Census record identifies Owatonna as a municipality and places it in Steele County; it does not establish that every resident is a potential client or that every city in the county should receive a page. Geography should therefore follow the firm’s real intake boundaries, not population alone.

List the cities and counties your firm is prepared to serve, then compare that list with the footprint Bosseo would review. If Steele County is the actual boundary, a county-limited scope may be more appropriate than a statewide footprint. If the firm serves a broader Minnesota area, ask how the proposed geographic set would remain accurate and useful for each community.
