1. Start with the geographic record, not a demand claim
Livonia is recorded as a municipal-town in Minnesota, with a county relationship to Sherburne County. That exact scope matters when you decide which inquiries belong in a local review. A Livonia township inquiry is not automatically the same as an inquiry from another Sherburne County community, the Minneapolis–Saint Paul metropolitan area or elsewhere in Minnesota. Population is useful for defining context, but it cannot tell you whether a particular practice area has demand or whether a marketing channel will produce cases.
Recommended approach
Agree on the geographic labels your firm actually needs before reviewing attribution. At minimum, decide how the intake record should distinguish Livonia township, Sherburne County and other Minnesota locations.
