1. Start with Lake City’s actual service boundary
The Census records Lake City city as a municipality associated with Goodhue County and Wabasha County. That geographic relationship matters when you design the intake: a visitor may identify Lake City, a county, another Minnesota community or a location outside the firm’s service area. Population alone cannot tell you which locations belong in the flow or whether a particular matter is viable. The firm should decide whether location is an early screening question, a routing field, or information collected for attorney review. Do not use the city’s population as a proxy for demand.

List the locations your firm actually evaluates, then decide what happens when a visitor names a place outside that boundary. Make the result visible to the person reviewing the intake rather than relying on an unstated assumption.
