1. Start with the Edina service boundary, not an assumed lead forecast
Your firm may serve Edina city, Hennepin County, the wider Minneapolis–St. Paul area or clients elsewhere in Minnesota. Those are different geographic choices. The Census identifies Edina as a municipality in Hennepin County; its population estimate is useful for defining the place, but it cannot establish how many people need legal help or how many inquiries your firm receives. Automation should therefore begin with the locations and matter types your firm intentionally accepts, rather than a population-based forecast.

List the geographic boundaries that should appear in intake questions, routing rules and reporting. Then decide whether an Edina inquiry follows the same path as another Hennepin County inquiry or needs a different owner, consultation option or eligibility review.
