1. Set the geographic boundary before setting the budget
Eagan is recorded as a city in Dakota County, Minnesota. That relationship gives your firm a precise starting point for a service-area discussion, but it does not establish how far a potential client will travel or which nearby locations your firm should target. A Local Service Ads review should distinguish Eagan from Dakota County, the wider Minneapolis–Saint Paul metropolitan area and the rest of Minnesota. Those are different geographic scopes. A firm that accepts matters throughout Minnesota may need a different structure from one that wants inquiries connected to an Eagan office or a defined Dakota County service area. Bosseo’s public Local Service Ads description says its program includes practice-area categories and service areas. It also says those settings are managed deliberately.
Recommended approach
Bring Bosseo a written list of the locations and matter types your firm accepts. Decide whether Eagan is the primary service area, one part of Dakota County, or one location within a broader Minnesota strategy. Do not use the city’s population estimate as a forecast of leads or competition.
