1. Start with the Detroit Lakes service area, not a population assumption
Your public intake path may serve Detroit Lakes, the rest of Becker County or a broader Minnesota market. Those are different geographic choices. The Census record identifies Detroit Lakes city and its relationship to Becker County; it does not show where your callers live or which communities produce matters. Recommended approach
Define the geographic questions your intake team must ask when location affects eligibility. Review whether the caller’s county, court location, incident location or residence belongs in the call summary. Use Detroit Lakes and Becker County as explicit service-area decisions, not as evidence of expected lead volume.
