1. Define the geographic question before judging a source
The Census Bureau records Carver as a municipality in Carver County. Its 2020–2024 ACS five-year estimate lists 6,239 residents, with a margin of error of 21. That figure describes the city’s population; it does not establish legal demand, search activity, competition, lead volume or revenue. Your attribution design should therefore distinguish a visit associated with Carver city from one associated with the wider county, Minnesota generally, or another service area. The useful question is not simply “Did this lead come from Carver?” It is “Which geographic scope did the person identify, which page or channel brought them to the firm, and what happened after contact?”
