Start with the geography your reports actually describe
Woodhaven city is recorded as a municipality in Wayne County. A report that labels an inquiry “Woodhaven” should make clear whether that label refers to the person’s stated location, a page visited, an address collected during intake or another field. Those are different facts. A city page, a county page and a broader metropolitan reference should not be treated as interchangeable.
