1. Start with the geography your firm actually serves
The Census Bureau records St. Clair as a municipality in St. Clair County, Michigan, with a 2020–2024 ACS five-year population estimate of 5,585 and a margin of error of 45. That figure describes the city; it does not establish demand, legal need, search volume or the number of prospective clients. It also does not describe the whole county. Your intake should therefore distinguish St. Clair city from other places your firm accepts, declines or refers.
