1. Set the geographic boundary before counting pages
The Census Bureau records Saginaw charter township as a municipal-town in Saginaw County. Its 2020–2024 ACS five-year population estimate is 41,281, with a margin of error of 27. That is context for defining a local market; it does not establish demand, competition, case volume, leads, or revenue. Saginaw township, Saginaw County, the Saginaw metropolitan area, and Michigan are different geographic scopes. A page plan should not blur them together. The relevant question is therefore not whether Saginaw’s population is large enough. It is whether the firm can serve, intake, and competently represent people in the locations included in the plan.
