1. Define the geographic footprint before counting pages
Bosseo says its programmatic SEO product can cover a whole state or only the counties a firm chooses. Petoskey is recorded by the Census Bureau as a municipality in Emmet County. That relationship gives you a precise starting point for a county-level conversation, but it does not establish that every city in Emmet County—or every Michigan municipality—should receive a page. A page count should follow the firm’s service territory, court and licensing realities, and ability to provide useful local information.
Recommended approach
Ask Bosseo to model at least two scopes: Petoskey and the cities in the counties your firm expressly serves, and a broader Michigan footprint if that is legally and operationally appropriate. Exclude locations where the firm cannot responsibly explain its service availability. Treat the population estimate as a description of Petoskey city, not as a page-priority score.
