The ACS population estimate for Dowagiac does not establish that either scope will produce inquiries. It only helps identify the place being evaluated.
Recommended approach
Ask Bosseo to show the proposed footprint as an explicit list of cities and counties. Decide whether the firm genuinely serves Dowagiac, all of Cass County, selected Michigan counties or the state. Exclude places the firm cannot competently serve. Treat expansion as a business decision that should follow service-area rules, intake capacity and measured results—not the population figure alone.
