1. Set the geographic boundary before you design the flow
A Dearborn page should be explicit about the service area it represents: Dearborn city in Wayne County, Michigan. The Census record identifies Dearborn as a municipality and reports the population estimate above. It does not show where prospective clients search, whether they live elsewhere in Wayne County, or whether a firm accepts matters throughout Michigan. Those are business decisions, not conclusions from population data.
Recommended approach
Decide whether the intake is for Dearborn only, Dearborn plus other Wayne County communities, or a broader Michigan service area. Put that decision into the opening language and any location question. If the firm serves different areas by practice, route or review those answers separately rather than treating every visitor as geographically eligible.
