Bay City’s recorded county relationship is Bay County, so a Bay City firm should distinguish between serving Bay City, serving Bay County, and serving additional Michigan counties. Those are different coverage decisions. The city’s population estimate identifies the municipality; it does not justify statewide publication or prove that every nearby city represents an opportunity.
