1. Start with the geographic definition
A Rockport firm should decide whether the dashboard is evaluating Rockport alone, Essex County, Massachusetts, or another service area. The Census record identifies Rockport as a town and places it in Essex County; it does not establish where prospective clients search, where matters originate, or which locations produce signed work. Those distinctions matter when a report attributes a lead to a city, county, page or channel. A location label without a defined rule can make two reports appear comparable when they are not.
