1. Start with the geographic definition
A dashboard is only useful when everyone means the same thing by “Pepperell.” The Census record identifies Pepperell as a municipal town in Middlesex County. Your firm may serve people in Pepperell, elsewhere in Middlesex County, or in additional areas, but those are separate reporting choices. A town, a county, a metropolitan area, Massachusetts, a household and an individual should not be combined into one unexplained local total. The population estimate provides a bounded description of the town; it does not establish legal need or likely client volume.
Recommended approach
Before reviewing performance, write down which geographic labels belong in the dashboard, which should remain separate, and whether a report should distinguish a location page from a caller’s actual matter location.
