1. Start with the Hadley service area, not an invented demand forecast

That is geographic and population context only. It does not establish legal demand, competition, search activity, lead volume or revenue. For custom software, the useful implication is narrower: define exactly which work belongs to the firm’s Hadley service area and which work comes from elsewhere in Hampshire County or Massachusetts. A portal, intake route or internal dashboard should not quietly mix geographic categories that the firm measures differently.
Recommended approach
Bring a clear service-area definition to the review. Decide whether location is an intake field, a reporting dimension, a routing rule or none of these. Do not build a location-based workflow unless the firm has a specific operational reason to use that field.
