1. Start with the geography you actually serve
Clinton is recorded as a municipal town in Worcester County, Massachusetts. A firm may serve Clinton alone, the surrounding county, or a broader Massachusetts market, but those are different geographic decisions. Attribution should therefore preserve the distinction between a Clinton landing page, a broader Worcester County page, a statewide page and a referral that does not begin with a local search page. Population is context, not proof of opportunity: the Census estimate cannot tell you how many people need counsel, how many firms compete for them, or how many inquiries your website will receive. That makes geographic interpretation a measurement question rather than an assumption.
Recommended approach
Before booking, list the geographic areas and service areas your firm wants to evaluate separately. Ask to see how a journey would identify the page that received the visit and how you would distinguish Clinton activity from broader Worcester County or Massachusetts activity.
