1. Start with the service area, not a population assumption
Bellingham is recorded by the U.S. Census Bureau as a census-designated place in Norfolk County, Massachusetts. The 2020–2024 ACS five-year estimate records 5,325 residents, with a margin of error of 704. That figure describes the Bellingham CDP population; it does not establish legal demand, search behavior, case volume, competition or staffing requirements. It also does not describe every person your firm may serve. Use the geographic relationship as a scope question: should the intake speak to people in Bellingham, people elsewhere in Norfolk County, or a broader Massachusetts service area?
Recommended approach
Before configuring a flow, list the locations and matter types your firm actually accepts. Decide whether location should change eligibility, routing or only the information shown to the visitor. Keep that decision separate from population data.
