Define the geography before you judge the numbers
Savage is a census-designated place in Howard County, Maryland. That relationship matters because a dashboard may display service-and-city targets, county coverage or broader Maryland visibility, and those are not interchangeable. A Savage target should not silently become a Howard County result. A county result should not be presented as evidence about Savage households or individuals. The Census estimate is useful for identifying the place and its scale, but it cannot tell your firm how many people need counsel or how many searches produce matters.
