For an Ocean City firm, that makes Worcester County an explicit geographic decision: the town is recorded in Worcester County, but serving Ocean City does not automatically mean the firm serves every Maryland county or every city in the state. The ACS record supplies the county relationship and population estimate; it does not tell you which locations produce viable matters.
