That makes the first decision editorial and operational, not geographic. The Maryland City place boundary alone does not define the firm’s service area, so the intake should not imply that every visitor from the place is eligible.

Prepare a written acceptance map before discussing questions: practice area, basic eligibility, urgency, conflicts information the firm is permitted to request at this stage, referral conditions and the person responsible for review. Ask Bosseo how those rules would be represented in the proposed flow and how a visitor is told that submitting information does not create an attorney-client relationship.
