Bosseo describes two geographic choices: coverage across a state or coverage limited to counties selected by the firm. Abingdon is in Harford County, so a firm that serves Abingdon should decide whether Harford County is the initial boundary or whether its service area extends beyond that county. The Census record identifies Abingdon as a CDP; it does not establish that every household or individual there is a potential client. Nor does the population estimate establish which legal services people seek. The useful decision is therefore geographic scope, not a page-count target.
