1. Start with the geographic definition
A measurement conversation can become unreliable when “Elmwood,” Jefferson Parish and a broader Louisiana service area are treated as interchangeable. The Census records Elmwood as a census-designated place in Jefferson Parish. A law firm should therefore decide which geographic labels belong in its reporting: Elmwood itself, Jefferson Parish, other places the firm serves, or a wider state scope. The dashboard page says rankings can be tracked for service-and-city targets and that city data can inform decisions. That makes geography a configuration and interpretation question, not a conclusion available by the population estimate.
Recommended approach
Bring a written list of the places and practice-area targets you want to evaluate. Ask how each location will be named, grouped and compared, and whether a result attributed to a place means a search target, a call location, a page location or something else. Keep Elmwood and Jefferson Parish separate unless the firm deliberately chooses to combine them.
