1. Start with the geographic question your records can answer
Bogalusa city and Washington Parish are related but not interchangeable labels. A population estimate for the municipality cannot tell you how many inquiries come from the city, elsewhere in Washington Parish, another Louisiana community or outside the area. It also cannot establish which practice areas people need. Attribution should therefore preserve the geographic information your firm actually collects rather than treating the population figure as a demand forecast. Review whether your intake records identify a caller's or submitter's location, and decide whether reporting should distinguish Bogalusa from Washington Parish and from broader Louisiana service areas.
