That distinction matters here: Williamsburg is a city, while Whitley County is the county relationship recorded by the Census Bureau. They should not be treated as interchangeable targets. A firm may serve clients in Williamsburg, elsewhere in Whitley County, or in a broader Kentucky footprint; the appropriate scope depends on its actual practice and client-service area, not on the city’s population estimate. The Census figure supplies a place boundary and a dated population record. It does not establish that every legal service has local demand.
Recommended approach
Before discussing page count, write down the cities and counties where the firm is prepared to accept and serve matters. Then separate core services from services that are merely adjacent to the practice. Ask Bosseo to explain how a Williamsburg-and-Whitley-County footprint would be scoped and what would change if the firm later expands its geographic coverage.
