1. Start with the geography your firm will actually serve

That is geographic and eligibility context; it does not establish search demand, competition, lead volume or legal need. For an LSA program, the more useful question is whether your service area matches the places and case types your firm is prepared to handle. A profile that reaches beyond your preferred territory can produce inquiries you cannot accept. A profile that is too narrow can omit locations your firm intentionally serves.
