That does not make every nearby place part of the same target area, and it does not establish that a particular city or service has demand. A useful review should therefore distinguish the urban county from Fayette County and from any broader Kentucky territory the firm actually serves.
Recommended approach
Start with the firm’s real service area, not a population-based page quota. Decide whether the intended footprint is Lexington-Fayette urban county alone, Fayette County as recorded, additional Kentucky counties, or statewide coverage. Then remove locations the firm does not serve or cannot handle responsibly.
