1. Start with the footprint you can genuinely serve
Bosseo’s public product description allows a firm to choose statewide coverage or limit the footprint to selected counties. For a firm evaluating Hazard, the stated county relationship is Perry County. That makes a county-level discussion possible, but it does not establish that every city in the county is an appropriate target. Your service area, consultation policy, court practice, and willingness to accept matters should determine the geographic boundary. Hazard’s population estimate can help identify the municipality in the plan; it cannot justify a page count or predict search behavior.
Recommended approach
Ask Bosseo to map a proposed Perry County footprint against your actual intake rules. Separate cities you serve from places you merely mention. Decide whether the initial scope should remain within Perry County or include other Kentucky areas only after reviewing your practice and referral boundaries.
