1. Set the footprint around actual service reach
Bosseo describes a geographic model that can cover a whole state or only counties selected by the firm. Dayton’s recorded county relationship is Campbell County. That makes Dayton a useful starting point for a county-level discussion, but the Census record does not establish that your firm serves every city in Campbell County or all of Kentucky. A page plan should therefore begin with the places your lawyers are prepared to serve, not with the population number or an assumption that more pages mean more demand.
Recommended approach
Bring a service-area map to the consultation. Separate Dayton from the rest of Campbell County, then identify any additional Kentucky counties the firm intentionally serves.
