1. Set the geographic frame before judging performance
The U.S. Census Bureau records Topeka as a municipality in Shawnee County. Its 2020–2024 ACS 5-year population estimate is 125,786, with a margin of error of 71. That is useful context for defining the city in a measurement plan, but it does not establish legal demand, competition, search volume, leads, cases or revenue. A dashboard should therefore distinguish Topeka from Shawnee County rather than treating every nearby inquiry as a Topeka result. Ask whether city and county labels are defined consistently across rankings, calls, forms and matters. Also decide how the firm will classify an inquiry whose caller gives a mailing address outside the city but asks about a Topeka matter.
