Put Newton’s geographic scope into the measurement plan
Newton is a municipality in Harvey County, Kansas. The 2020–2024 ACS five-year estimate records 18,397 residents, with a margin of error of 22. That figure describes the city population; it does not establish legal demand, search volume, competition, lead volume, case volume or revenue. It does, however, give you a precise starting point for deciding how geographic reporting should be labeled. A Newton report should not silently combine city activity with all of Harvey County, statewide activity or a broader metropolitan area. Ask how city and county labels appear in the dashboard, which location a keyword refers to, and whether a city view can be distinguished from a county view.
Recommended approach
During a review, require a written geographic definition for every location field. Keep Newton city, Harvey County and Kansas as separate scopes unless your firm deliberately chooses a broader service area. Treat the population record as eligibility context, not as a forecast of dashboard results.
