1. Start with the geographic record, not a demand assumption

Its 2020–2024 ACS 5-year population estimate is 54,239, with a margin of error of 52, and the record relates the city to Pottawatomie County and Riley County. That is eligibility and geographic context, not proof that a practice area is in demand or that a particular marketing channel produces cases.
