1. Start with the geographic question, not a population assumption
The Census record identifies Andover city and its Butler County relationship. It does not establish that residents are searching for legal services, that a particular practice area has demand, or that an Andover campaign would produce matters. A useful dashboard therefore needs a precise geographic question. Does the firm want to examine Andover city, Butler County, Kansas, or a broader service area? Those are different scopes, and a city target should not be treated as a county or statewide result.
Recommended approach
Before reviewing performance, write down the geography attached to each tracked service or city target.
