1. Define the service area before you buy leads
Waterloo and Black Hawk County are related but not interchangeable geographic labels. Waterloo is the municipality identified in the Census record, while Black Hawk County is the county relationship recorded for that city. Your Google Local Services Ads settings should reflect where the firm is prepared to serve clients, not simply the broadest available territory. A county-wide setting could expose the firm to inquiries outside its preferred coverage; a city-only setting could omit locations the firm intentionally serves. The population estimate for Waterloo is useful as eligibility and market context, but it cannot tell you how many people will search, call or become clients.
Recommended approach
Review each practice area separately. Decide whether the intended coverage is Waterloo, selected communities, Black Hawk County or another area the firm actually serves. Ask Bosseo to show how service areas would be configured, what geographic exclusions are possible and how out-of-area inquiries would be identified during intake.
