The footprint may cover an entire state or only selected counties. For a Pella firm, that distinction matters because Pella is a city associated with both Mahaska County and Marion County. A page strategy should not silently treat a city, a county, and an entire state as interchangeable areas. Your firm should decide whether its service territory includes Pella alone, both recorded counties, additional Iowa counties, or a broader statewide area. The Census population record identifies Pella as a municipality and gives geographic context; it does not tell you which geography will produce qualified inquiries.
