For a firm serving Keokuk, the first decision is therefore geographic: should the footprint include only Lee County, Iowa statewide coverage, or another clearly defined service area? Keokuk’s recorded county relationship is Lee County, so the city can be included in a county-based plan without treating the city and county as interchangeable. The population estimate identifies the municipality; it does not establish that every Lee County resident is a prospective client or that a statewide footprint is commercially justified.
