1. Set the geographic question before setting a budget
Clarinda city and Page County are not interchangeable geographic targets. A firm may want inquiries from people in Clarinda, from elsewhere in Page County, or from a broader area it actually serves. Those choices affect the service zones and practice categories that should be reviewed. The Census record identifies Clarinda as a municipality in Page County, but it does not show where prospective clients search, which locations Google will approve, or how many inquiries an advertising program may produce. Population should therefore inform the conversation without becoming a forecast.
Recommended approach
Define the geographic boundary in operational terms: locations you accept, locations you can serve, and locations you do not want to pay to reach. Ask Bosseo to review how those boundaries could be represented in the Local Service Ads profile and whether the intended coverage is narrower than, equal to, or broader than Clarinda itself.
