1. Start with the geography you actually serve
Bosseo’s public product page describes two broad footprint choices: statewide coverage or a tighter scope limited to selected counties. Carroll is a city in Carroll County, so a Carroll-focused discussion should distinguish the city from the county and from the rest of Iowa. A page about Carroll city is not automatically a page about every community in Carroll County, and county coverage is not the same as statewide coverage. The Census population record identifies Carroll city and its county relationship; it does not say where your clients come from or which places your firm serves.
Recommended approach
Bring a current service-area list to the consultation. Decide whether your firm wants to evaluate Carroll city alone, cities across Carroll County, additional Iowa counties, or a statewide footprint. Ask Bosseo to map the proposed location scope against the services you actually accept. Do not choose a larger geography simply because the city or county has a recorded population.
