1. Define Portland and Jay County before reading a location metric
A location label can describe Portland city, Jay County, Indiana, or another service area. Those are not interchangeable. The Census records Portland as a municipality and records its county relationship as Jay County. Bosseo’s public description says the dashboard can show city data, keyword movement and the cities producing calls, but it does not establish which geographic boundaries your firm should use. Ask what a Portland target means in the dashboard: a city term, a county term, a page location, a caller location, or another definition. Also separate households and individuals from legal contacts. The population estimate is eligibility context only; it cannot establish legal need or marketing performance.
Recommended approach
Bring a written geography list to the consultation. At minimum, distinguish Portland city, Jay County and any broader Indiana scope your firm actually serves. Request a plain-language definition for every geographic view and decide which views belong in partner reporting.
