For a firm evaluating Kendallville, the precise starting relationship is Kendallville city in Noble County, Indiana. That distinction matters because a city page, a county footprint and statewide coverage are different scopes. The Census record identifies Kendallville as a municipality and places it in Noble County; it does not show how many people search for a lawyer, how many competing pages exist or how many matters a page could produce. A useful review should therefore begin with service areas the firm is prepared to serve, not with a population-based forecast.
Recommended approach
Ask Bosseo to map a Kendallville-and-Noble-County option separately from any Indiana-wide option. Require the proposed list of services and locations to be reviewed by the firm before publication. Treat expansion as a business decision tied to actual service capacity, geographic eligibility and measurement—not as an automatic consequence of the population estimate.
