For an Evansville firm, the confirmed geographic relationship is specific: Evansville is a municipality in Vanderburgh County. That makes a county-level review a concrete starting point. It does not justify assuming that every city in the county is a suitable target or that a larger footprint would produce more inquiries.
Recommended approach
List the Indiana counties your firm intentionally serves, then separate them from places where you merely accept a matter. Ask Bosseo to show how the proposed city set would be selected inside that footprint and what would cause a city or service page to be excluded. Treat the Evansville population estimate as geographic context, not as a demand forecast.
