1. Start with Bedford’s actual service area
The U.S. Census Bureau records Bedford as a municipality in Lawrence County, Indiana. Its 2020–2024 ACS five-year population estimate is 13,837, with a margin of error of 26. That figure describes the city population; it does not establish legal demand, search volume, lead volume, competition, staffing needs or revenue. It also does not describe every person your firm may serve. Your intake and attribution plan should therefore distinguish Bedford from Lawrence County and from any wider area the firm intentionally serves. A source record that says only “Bedford” may be too broad for a meaningful budget decision if the matter came from elsewhere in the county. Conversely, a county-wide inquiry should not be relabeled as a Bedford lead simply because the office or campaign uses the city name.
