1. Start with the firm’s real service area
The U.S. Census Bureau records Westchester village as a municipality in Cook County. That relationship matters when you define a footprint: a page for Westchester is not automatically a page for Cook County, the Chicago metropolitan area, or every community where a lawyer may accept a matter. Households, individuals, municipalities, counties, and metropolitan areas describe different geographic units. Bosseo’s public product page says a firm can choose statewide coverage or limit the system to selected counties. For your firm, the practical question is whether Westchester belongs in a focused Cook County footprint, a broader Illinois plan, or a narrower service area based on where you actually serve clients.
Recommended approach
List the jurisdictions your attorneys serve, distinguish office locations from service locations, and decide whether each proposed city page reflects a real legal service relationship. Do not use Westchester’s population estimate as a proxy for demand. Treat it only as a location record while you review coverage.
