1. Set the geographic boundary before reading the numbers
Your firm may describe its service area as Normal, McLean County, or a broader Illinois territory. Those are different geographic scopes. The Census records Normal as a municipality and places it in McLean County; it does not measure searches for legal services, prospective clients, competition, calls or signed matters. Attribution should therefore preserve the geography attached to each marketing path rather than turn a population estimate into a demand claim.
Recommended approach
Decide which geographic distinctions matter to your intake and budget decisions. At minimum, review whether the originating page, referral source or campaign identifies Normal separately from the rest of McLean County and Illinois. Treat the Census figure as context for defining the market, not as evidence that a particular channel will produce cases.
